Legislative Update 02-26-10 The first part of my newsletter will focus on a few bills that have been debated and passed through the Transportation Committee. The last half will focus on other legislation we have been working on.

Virgil's View 02-15-10 I feel it necessary to start this Virgil’s View with an apology. For the past several weeks I have been reporting that the Legislature needs to find a way to fill a $400 million hole in the State’s FY ‘11 budget. I’ve used the $400 million figure because that is the amount the Legislature and the news media was using. For that I apologize. The correct figure is $117.3 million; which is significantly lower than $400 million.

Hendryx Prepared Statement Regarding Taylor's Recent Behavior 02-10-10 The following is a prepared statement written by Coffeyville City Commissioner Alec Hendryx. Hendryx read the statement at the Feb. 9, 2010, city commission meeting. After reading the statement, he offered to let other commissioners sign on before he submitted it to the Coffeyville Journal as a Letter to the Editor. All commissioners, including Taylor, signed the statement.

Legislative Update 02-10-10 The Kansas Legislature officially began on Monday January 11. The budget restrictions continue to dominate activities and legislation under the dome. I Chair the Senate Transportation Committee. Our committee is charged with developing a new Comprehensive Transportation Plan for the State of Kansas. You will hear more about this in future newsletters.

Taylor Again Taken to Task 02-10-10 Coffeyville City Commissioner Jim C. Taylor, Sr.'s, conduct was once again the topic of discussion at Tuesday night's city commission meeting.

CCEF approves grant agreement with HUD 02-10-10 The Coffeyville Community Enhancement Foundation conducted a special meeting Tuesday night at City Hall following the Coffeyville City Commission meeting. City commissioners serve as the members of the CCEF.

Virgil's View 02-08-10 Last week was the annual Kansas Chamber of Commerce dinner, when 1,000-1,200 business and political leaders from all across Kansas get together to exchange ideas and visit about the current legislative session. As a part of the event we are privileged each year to hear from some of America’s best know political and/or motivational speakers. This year’s speaker was Joe Scarborough, a former United States Congressman and host of “Morning Joe” on MSNBC and “The Joe Scarborough Show” on ABC radio stations nationwide.

Virgil's View 02-01-10 On January 29th we celebrated the 149th year of Kansas Statehood. Having lived here my entire life, I’m proud to call myself a Kansan and I see certain milestones, such as celebrating Kansas’ statehood, as a good opportunity to reflect on the rich history of our State and the landmark issues. From slavery to civil rights, Kansas has always played a prominent role in defining where we will stand as a nation.

February Art Exhibit Cultural Arts 02-01-10 The public is invited to a “Meet the Artists” reception Sunday, February 7, from 1:00 to 3:00 at the Art Center, 912 Walnut. These are fascinating women who have many stories to tell about their works of art.

Virgil's View 01-25-10 Early in the year, most of the legislature’s work is confined to committees learning about the issues and deciding which measures warrant full consideration. Budget deliberations will most likely take place for several months, but there is also work taking place on a host of other topics. Two of the committees I serve on, Tax and Transportation, held hearings on two topics of interest to many Kansans.

Taste of Coffeyville 01-25-10 Downtown Coffeyville is hosting the Reader’s Theatre production of “The Women”, a high comedy play by Clare Booth Luce, directed by local director Kenny Aduddell. The group is also presenting a Taste of Coffeyville featuring eleven local eateries. Event will take place at 6:30 pm Friday February 12th at Holy Name Catholic Church

From the Desk of Senator Dick Kelsey 01-20-10 A hearing has been set for Monday January 25th by the Senate Judiciary Committee for SRC 1621 which deals with taxpayer money being used to sue the legislature to get more taxpayer money. The hearing is set for 9:30 AM in room 548 of the Capitol.

Virgil's View 01-18-10 The 2010 Legislative Session officially started at 2:00 in the afternoon on Monday, January 11th. The first order of business in the House was the swearing in of our newest member, Barbara Bollier, R-Mission Hills. Her swearing in brought the total number of new House members for this session to four; two republicans and two democrats.

CRMC Hall of Fame Nominees Sought 01-08-10 Each year, Coffeyville Regional Medical Center pays tribute to an individual who has been a friend or given of their time to the hospital, by presenting that individual the Hall of Fame Award.

Relay for Life Hosts Bingo NIght 01-08-10 The Relay for Life team at Coffeyville Regional Medical Center is hosting a Bingo Night to raise funds for the American Cancer Society. The community is invited to come, February 5th from 6:00 to 10:00 p.m. at Holy Name Catholic Church, 408 Willow Street in Coffeyville. The event will be held in the church’s gymnasium. Radiation Oncology: A Treatment Option 01-08-10 The Radiation Oncology Department at Coffeyville Regional Medical Center was established in October, 1980, with the help of Dr. Terry Powell, a radiation oncologist who was based at Hillcrest Medical Center of Tulsa, at that time.

Coffeyville Journal to Cut Back to 3 Editions Per Week As Soon As Next Week 01-01-10 Coffeyville Journal subscribers can expect some big news in this Sunday's edition of the newspaper. According to two independent sources who spoke with CoffeyvilleBLOG.com, readers will be notified that The Journal will cease publishing five days per week. It is believed The Journal will begin publishing three times per week beginning as soon as next week. It is further believed The Journal will print on Mondays, Wednesdays and Fridays. Both sources confirmed that the Sunday edition of the newspaper will be discontinued. Journal Publisher Kevin Stocker resigned from his position at the newspaper last week. The Journal has been owned by Sumner Newspapers Inc., since October 2007. It was previously owned by Community Newspapers Holding, Inc., for 10 years.

Coffeyville City Commission Meeting Tuesday 11-24-09 Tuesday night's Coffeyville City Commission meeting left some to wonder whether politics in Coffeyville is becoming a contact sport. While no one sported headgear or pads on this occasion, an exchange between Commissioner Jim C. Taylor, Sr., and some of his fellow commissioners at the end of the meeting caused many in attendance to wonder if things would come to blows. After having wrapped up a light agenda, the commissioners were taking turns making comments during the 'Comments from Commissioners and Staff' portion of the meeting. Taylor began voicing his displeasure with how a proposed downtown housing development had been handled. In particular, he disagreed with the decision a week earlier by the Board of Zoning Appeals to approve parking, setback and lot coverage variances. The approval of the variances allowed the proposed multi-million dollar, 32-unit downtown apartment development to proceed.

City, Coffeyville Friends of Animals Look to Embark on New Beginning The Coffeyville City Commission will take one more step in reestablishing the city's animal control efforts when it considers an agreement between the city and the Coffeyville Friends of Animals. The previous animal shelter was lost during the 2007 flood. Coffeyville has been without a shelter since that time. A new shelter is currently under construction on the far south end of the city near the wastewater treatment facility. If approved, the agreement will mark a new beginning for the city and CFA. The two sides were locked in a spirited debate several months ago regarding where to locate the new shelter.

Annual Turkey Trot 5K Walk/Run Scheduled at CRMC The Coffeyville Regional Medical Center Foundation will hold the annual Turkey Trot 5K Walk/Run on Saturday, November 21, 2009. The Turkey Trot 5K race will begin at 9:15 a.m. An early registration fee of $20 if received by November 13 will include a Turkey Trot shirt. Event day registration is from 7:30 to 8:30 a.m. with an entry fee of $25.

Cline Road from Fourth to Stark to Be Next Major Street Improvement-10/28/09 By Don Edwards Publisher, CoffeyvilleBLOG.com (Reprinted with permission.) With the Cline Road extension from Eighth to Eleventh Street scheduled to be completed by the end of the year, the City of Coffeyville is turning its attention to the next major city street project. The Coffeyville City Commission approved an engineering services contract with Transystems Corporating of Independence for improvements to Cline Road. According to Superintendent of Engineering Scott Massman, Cline Road is in need of repair.

Taylor Votes Against Asking State to Pay 61% of Youth Activities Center Improvements 10/28/09 By Don Edwards Publisher, CoffeyvilleBLOG.com (Reprinted by permission.) When is leveraging $91,502 to get $559,998 not a good idea? If you're Jim Taylor, it's not a good idea when it comes to fixing one of Coffeyville's aging buildings that is used predominantly by the local underprivileged and minority youth. Taylor, a Coffeyville city commissioner, spoke and voted against a grant application proposed by city staff that would renovate the city's Youth Activities Center located north of City Hall. Joining the city in the $400,000 grant application are the Coffeyville Area Community Foundation which pledged $60,000 to the project; the Coffeyville Recreation Commission which pledged $60,000; and Unified School District 445 which pledged $39,998.
