City, Coffeyville Friends of Animals Look to Embark on New Beginning

The Coffeyville City Commission will take one more step in reestablishing the city's animal control efforts when it considers an agreement between the city and the Coffeyville Friends of Animals.
The previous animal shelter was lost during the 2007 flood. Coffeyville has been without a shelter since that time. A new shelter is currently under construction on the far south end of the city near the wastewater treatment facility.
If approved, the agreement will mark a new beginning for the city and CFA. The two sides were locked in a spirited debate several months ago regarding where to locate the new shelter.
The CFA is a non-profit group that will operate the animal shelter on a day-to-day basis. Under the proposed agreement, CFA will be responsible to:
? Manage and operate the shelter to provide proper protection for lost, stray, homeless or impounded dogs and cats, which come into the city?s custody.
? Manage and operate the animal crematory in conjunction with the operation of the shelter; provided, the city shall have the right to use the crematory for its own purposes at no cost to the city.
? Humanely care, maintain, handle and dispose of the dogs and cats which come under its control.
? Furnish complete supervision, labor, materials and all other items necessary to fully perform all requirements of this agreement.
? Maintain open hours at the shelter of at least 15 hours per week for the purpose of transacting public business in connection with this agreement.
? Provide the Coffeyville Police Department a current and up-to-date list of CFA?s on-call volunteers and/or officers for notification purposes.
? Maintain a minimum of one telephone line available to the public.
? Maintain a register and/or appropriate records of all dogs and cats impounded indicating breed, color, sex, age, pick-up area and identification and final disposition of the animal.
? Be responsible for veterinary fees associated with operation of the shelter.
? Attempt to notify the owners of dogs and cats which are impounded, if ownership can be determined, of such impoundment by telephone and/or first-class mail.
? Hold all unclaimed and/or impounded dogs and cats for at least the minimum period required by law, after which time the dog or cat may be released for adoption to an appropriate home approved by CFA, or humanely euthanized by CFA.
? Accept any unwanted dogs or cats, at CFA?s discretion, from individuals, with the requirement that the party surrendering the dog or cat must give up all ownership rights and may not reclaim the dog or cat at a later time.
? Maintain the shelter and all equipment located at the shelter in a clean and sanitary condition.
? Make no structural changes or modifications to the shelter without first obtaining the written consent of the city.
? Protect the health of all impounded dogs and cats to the fullest extent possible by daily cleaning and regularly disinfecting the quarters in which the dogs and cats live, and providing food and water each day to meet the needs of the dogs and cats.
? Establish and collect boarding fees for all claimed animals. The fees so collected shall be retained by CFA for shelter operating and maintenance expenses.
? Establish and collect adoption fees to cover cost of rabies shot and city tag. The fees so collected shall be retained by CFA for shelter operating and maintenance expenses.
? Establish and collect crematory service fees. The fees so collected shall be retained by CFA for operating and maintenance expenses.
? Comply with all applicable laws, ordinances and regulations.
The contract dictates that the city must:
? Provide the shelter to CFA.
? Employ a full-time animal control officer who shall be subject to the control and direction of the city only.
? Deliver stray animals captured by the animal control officer to the shelter.
? Provide free trash removal for CFA at the shelter for CFA-related operations only.
? Provide utilities (natural gas, electricity, water and sewer) at the shelter.
? Provide for all major repairs necessary for proper operation of shelter. Major repairs shall be defined as any repair to the structure itself, including the exterior parts of the building, roof, foundation, plumbing and electrical components.
? Enforce all animal-related ordinances and regulations, including the animal licensing program.
? Be responsible for investigating all complaints relating to animals.
? Be responsible for the handling and euthanizing of animals deemed vicious.
? Keep CFA informed of all reported abuse cases and the results thereof.
